With one of TI's plants not being able to ship product, it might be less expensive to buy capacity rather than lose customers to a competitor.

I dunno, if all TI wanted was capacity until they get their own plant up and running, they could have bought it for a lot less than $6.5b. I very much doubt that this deal was put together in the 3 or so weeks since the earthquake.
