I think that as long as there are other expedients, such as the alteration of
the composition of the judiciary or Constitutional amendment, that it is not....


But a minority of the population at large, even if a majority of the population of a portion of the country, has no ability to affect these issues. The President must nominate and the Senate confirm justices. The people have no direct voice at all. If a majority of the states elect Senators who will not confirm the appointment of sympathetic justices or support a constitutional amendment or convention, the people of the minority states are left with no option.

You offer no choice at all.
