Those people would really have wind taken out of their sails by another attack.

Another attack cuts both ways. We have folks who attribute the lack of another attack as an indicator that Bush is taking care of us. And other folks who see it as an indicator that the risk was tiny in the first place and Bush has been fear mongering. (Not to mention the folks who argue that there have been lots of attacks and anyone who doesn't see it that way is ...) So if there's another attack the former would rally around Bush and the latter would find in it cause for further criticism.
