The selection of Dell as the supplier of storage on the Navy NMCI contract is very good for Dell. Its effect on the commercial market and/or the commercial market is not likely to be significant. The big numbers you saw on that contract were total contract value over several years and include all of the products/services that EDS and its partners are offering. Dell Powervault is probably a small part.

Plus, IT decisions made by the Navy have never been considered as particularly insightful or market leading.
