Only to show that the Constitution explicitly states that it includes whatever is necessary for it's provisions to be carried out. It does no such thing. It allows congress to make any law that is necessary to carry out its express powers. That has nothing to do with the powers of the president, and nothing at all to do with any obligation of the president or any requirement being placed on anyone other then an obligation that may be placed on someone under a law that is allowed for under this clause.
