I don't think this group "risk was tiny in the first place and Bush has been fear mongering" is anywhere near as large as the "there has been no attack", on top of which, the folks in the "risk was tiny" group hate Bush anyway, and for so many reasons, a new terrorist attack isn't going to make them like Bush any better. I'd be willing to bet a new terrorist attack would be almost a pure negative, it would rally the really really faithful (but who cares? since they will be faithful no matter what) and that's it. With any luck we won't find out what would happen, not soon, anyway. There's bound to be one eventually- by someone. It might be some home grown terrorist next time, or some new group, but sooner or later someone will be successful. I'm hoping it's later.
