Your post doesn't seem relevant to anything I said. The constitution while not devoid of duties is mostly about powers of the federal government and rights of the people. It isn't "full of duties" "required" or not.

The specific duty in this case is merely that occasionally the president should inform the congress about the state of the union. There isn't even a requirement for annual addresses (or any formal addresses), let alone that annual addresses that contain no inaccurate information. The annual addresses are a matter of custom, not constitutional requirement.
