You just put your finger on one of the key strategic difficulties wrt the current formulation of the WOT. To defeat terrorism, you cannot validate it. This is the idea behind ‘no negotiations’, but as shown by al sadr recently this is not an entirely tenable position, except in some cases. In the real world, usually some moderation is required and in cases like these it is best done on the sly and quiet.

When we call these people what we really mean, and what we call them is thugs and scum, one can deduce from this pov that putting them on the front pages is an elevation in status, which is counterproductive to accomplishing our strategic objectives which is to win the wot.
