I believe that this is an SEC rule. Your broker should be able to explain it to you. I think it has to do with the fact that a nonmarginable stock is in your cash account at the brokerage firm and can't be lent out to a shorter. A stock in your margin account can be lent according to terms of your margin agreement. Perhaps there is a
broker on the thread who can explain better or further.
