Yes, but a large part of the military has been outsourced and it's budget hidden in homeland slush funds. (I edited my original question to make this distinction clearer).

Fortunately the VIX volatility reading is still held in place by a descending trendline, so bulls are hanging onto control of the short- term daily trend. But enough technical talk! The important thing for traders to note is this; if the intense selling continues into Monday's close, the odds favor a continued decline for at least a few days. Selling at this point doesn't come as a surprise, for buyers have accumulated substantial profits over the past two-weeks, and even bigger gains over the past five.
