I hadn't thought a lot about the block grants being a scheme, but it makes sense the way you have described it. It sounds like the same deviousness used to buy votes every election by the Democrats. They just promise big rewards for them. The Fed has greater power to collect taxes so they do tax and then return some to the states. Then the states support the Fed's actions. The state governments are so much closer to the people (vote wise) the state politicians could not survive if they proposed to tax like the Fed does, in very big bites.
