Essentially a new internal currency.

If can be used to make purchases from state government, those will be valued and discounted... with an adjustment for possible default risk... and a market for same will appear.

Could then be used to buy anything in CA, and perhaps adjacent states.

Another addition to the money supply.

Will the Feds arrest Arnold for creating a competing legal tender? Only if he makes it in silver, I would guess.
