Still, when the 9/11 Commission reports: "Al Qaeda today is more a loose collection of regional networks with a greatly weakened central organization," it's hard not to conclude President Bush's war on terror is making significant progress.

"Regional networks" don't sound totally reassuring to me. Lines of communication, by definition, are increased and likely more easily missed as they were in the case of Spain.

On the other hand, I'm sure Afghanistan and the Iraq venture by the US and Coalition has certainly has increased intelligence gathering possibilities.

It's lots better than a wash but it ain't paradise, either.
