Could be. Lots of people try to open businesses and restaurants in particular without sufficient funds. Hard to do.

When my dad opened his second one, I was a 7th grader. I remember going with him to close up at night that first month, some days total sales were $60. I thought he would cry. Over five years he built it up to $1,500/day, which at the time was a lot of revenue for an independent fast food joint.
