My only argument is that it's unlikely he was the only or perhaps even the final one to sign off on it because it required making arrangements with the FBI that, by that point in time, the 13th and/or 14th of Sept, were, more than likely, no longer within his authority, at least his sole authority.

Everything I have read says that once the FBI said they didn't need to interview them-this from the top, not the brick agents-Clarke did have the chop. It makes a better conspiracy story to slant it otherwise, of course, and that is why Moore does it.

BTW, I believe the "7 minutes" was tied in with the end of the class. If Bush had jumped up and started walking out, Moore would have had the "cheap shot" work the other way.
