<...you seriously think that our Neocortex has got that old emotional limbic contraption under proper control...>

Yes, people who have their brains more or less hooked up okay and who aren't drunk etc, pretty much invariably have their thinking department in charge of what goes on, even if they make mistakes.

There aren't many people who get so wound up that they can't reason and talk/listen. I don't recall ever being out of control so that I didn't decide what I wanted to do [even if it resulted in "Oooops"]. I'm sure I'm a normal sort of person. Sure, there are emotions surging around and I've thought "Where the heck does that come from?" but that doesn't mean I don't remain in charge of what I actually do, even if the emotion is surprise.

The point of having the thinking department is that it helps us do better than animals without a thinking department.

When people claim that they "lost control", what they really mean is that they thought they could get away with it, or didn't really care, or miscalculated the risk of their action and belatedly regret it because the consequences arrive and the consequences aren't good for them. We have limited predictive capacity.

Saddam is dealing with his miscalculations now. Or, is enjoying a situation he has created and loves being the centre of the world, even if it will probably mean his death. Or something. I think he has known what he's doing all along. His drives are different from most of us, but his mind is definitely hooked up, humming along and sitting there in charge. He's verbal and thinking.

That's my theory anyway.
