Jerome, Aid to Muslims who reside in non-democratic countries usually goes down the toilet or lines the pockets of those who can get their hands on it or goes for weapons to be used against us. Your #2 should be #1 and there should be no #2 until #1 is achieved and then only if we can monitor where the aid goes. Worry about folks in this country now. The threat has not been ended.
