I would be very very surprised if IJ gave TI free access to the crown jewels without getting the necessary IP to complete their WCDMA chip. Although I do agree with you that in addition to the IP came the all important know how of implementation. All you have to do is look at how miserably NOK has failed to implement CDMA even with Q's help.
