Same in the civilian federal system. I never sneered at the folks who stayed put. They often fared better than those who moved frequently.

In the civilian federal system the goal for the ambitious was to get transferred to the Washington Office. This was never a goal for me, but I still wanted to advance. After I got to my last post, which was the Regional Office, one step below the WO, I was half sorry that I gave up a job I enjoyed and was suited to for one with politics and a level of thinking that did not seem consistent with principles I had believed all my life. In other words, I thought there was just one overall mission but as it turns out for that level, the mission is to get as much funding for your piece of the pie as you can and to heck with the rest. Also, I objected to hiring people just so you could say you had a specialist for every contingency. The specialist overload bogged the system down and added nothing. I had working knowledge of every one of those specialties, and it was sufficient in my view.

The only advantage I could see for the WO was to get locality pay. That turned out to be substantial for the WO. Because I never went there and never worked where locality pay was in place, I have the lowest possible pension for my grade and step. It's OK. I felt like I was suffocating at the Regional Office.
