Who do the government grants go to? Like would Centerpoint Energy, a transmission company, apply for a grant and a government check be written?

Is there an application process and who decides who gets what amounts for what purpose? Are there strings attached? Is there a board of mandarins who make the grant decisions?

If Centerpoint, in a particular year, makes capital investments of $X million (of which $Y million qualify as as "smart grid" investment, pays dividends of $Z million, has other costs (payroll and other operating costs) of $A million ..... and they get a grant of $B million ... what if B is greater than Z for that year? Would that be a problem?
