That actually is largely dependent on the base commander, and Hasan reporting the harassment.

I listened to an NPR segment the other day about a woman who had been raped while on duty by another soldier. She had left her weapon at her post while she went to the latrine, where she was raped. When she reported the rape and the circumstances, her commander told her that if she went forward with the complaint, she'd be court-martialed for "abandoning her weapon". She dropped it.
