US did not agree for Turkish troops to move into N Iraq

This is what they said on Wednesday:

Speaking on Wednesday morning, he [Turkey's Minister of Justice] said that the request to open Turkish airspace was the only one that had been made by Washington to date.
The question of deploying Turkish troops abroad would also be included in the motion to be put to the parliament, Çiçek said.
“The motion will cover firstly sending Turkish soldiers abroad and secondly permitting the transit passage of American planes,” he said. “Another issue on which we reached agreement is that Turkish soldiers going to Northern Iraq and their presence there has been accepted in principle. Thirdly the U.S. has confirmed our political sensitivities: the territorial integrity of Iraq, usage of the resources of Iraq by the whole Iraqi people, the Turkmen being the essential element of Iraq, and the representation of the whole Iraqi people by the new administration to be formed in Iraq.”

The Prime Minister said that the deployment aimed to protect Turkey’s security and to maintain Iraqi territorial sovereignty.

And now there is news that Turkey & US could not agree on some points and so Americans' use of Turkish air space is "delayed". Apparently, there were meetings until 4AM this morning, and in the absence of an agreement (possibly on Turkish army entering Northern Iraq) American planes did not use Turkish air space last night.

Also, I believe, the multi $B package is no longer on the table to discuss
