If Russia just wants an agreement that Ukraine remain neutral, they don't need to occupy it. They would just need a token presence, which would not disrupt crops or commerce. They would be like U.N. Peacekeepers, but Russian.

Russia doesn't need to occupy Ukraine. I think they just wanted to show the world they shouldn't be screwed with in regards to NATO expansion in the east. They also showed Ukraine how impotent their friends were in their protection of Ukraine and how NATO is really kind of a joke in the easternmost, former Warsaw Pact countries.
