I have been reading that letter, in various forms, for over 40 years. NYS is still functioning...and btw, upstate NY is GOP territory and has been for a long long time.

And NYS has been giving large tax breaks to large (maybe small too) companies that come here or expand....IBM, AMD are cases in point....Also the Nanotechnology Center at Albany..
