Because, I believe that unpopular subsets of the population have the same RIGHTS as the majority. I believe that it is the main responsibility of the government to protect those rights. If someone is using intimidation as a way to restrict their rights, it is a crime very much in the same way that a loan shark is committing a crime by just threatening to break your legs.

Remember, I only came over to supporting this position a few minutes ago, so I may not be too articulate on it yet. But....the way that I am looking at it is that there are two separate crimes being committed: the first is against the individual, the second is the intimidation against the unpopular group.
