Chambers is just elaborating on what he said previously, nothing more, except maybe saying that the situation was a bit tougher, but the "2 qrtr phenomenon" mention is a positive (for perception, that is), imo...also, about a month ago Chambers was badmouthing Greenspan, saying that he was behind the curve, etc...this latest Chambers speech also attempts to telegraph signals to the Fed...major US business saying "you better get your act together"...
