I agree with the sentences that you bolded. As much as we would like to see WalMart get involved more so as the make it a win-win situation for all, the political parties particularly the Communist parties are opposing WalMart's entry tooth and nail. I thing that it was yesterday the Indian court ruled that internet companies such as Google should censor some posts in the interest of public peace and political decency. Google has agreed to do so. I found it a surprise that they agreed to heed the Indian Govt. but did not agree with the Communist Chinese.

Besides political issues, the infrastructure in India also is a barrier. Hope they give it a priority.
