And then Reagan stepped in and stopped Carter's energy reforms, claiming the Free Markets will take care of us.

Which they did. Remove the price controls, and you get an end to the extraordinarily long lines.

Edit - To be fair to Carter he didn't initiate the energy price controls, they went back to Nixon, who had general wage and price controls for a time, and kept the energy price controls after the more general controls where lifted. Carter just continued the policy he didn't create it.
