I remember a 60 Minutes piece about a central Texas small town detective who had several dozen locals sent to state prison for all kinds of drug charges. Would have been a noble cause except most of them were completely innocent.

There was also the Texas forensic specialist who took it on herself to decide who was guilty or not before she processed all the evidence. Somehow the evidence she testified about always painted them in a bad light.

They are both in prison now fortunately. But local officials who run amok without some external check can do serious damage, and often do.

That said, I would love to hear some examples of local communities doing enlightened things that flaunted state or national standards and made life better. The Texas State Legislature sure won't be on your list.
