Simple enough. The available social programs are structured in such a way as to give no, or even negative incentives for those with incomes between $20k and $40k a year to increase their incomes. Which, I suppose, resulted in that wave of people in those income groups to turn down overtime, raises or job offers to make more money...

I work with a lot of people in that category, and they are all hustling to make more money, work overtime, work second jobs, do odd jobs. It's a real struggle for them. And I never hear them talking about any social programs... with the exception of unemployment if they get laid off/fired.

Many probably do qualify for some government assistance that they don't even know about... and might even be insulted to apply for if they did. These are not folks that are out to game the system, frankly they probably don't have the time or the smarts to game the system; they just want to get by.

Tim lives in a different world. Where the remotely possible is the reality that shapes human behaviour, as long as it fits with his ideology.
