And to them demonstrating the loss of privacy is itself demonstrating harm.

Demonstrating an actual financial loss would make a lawsuit or some form of administrative claim much easier, but it wouldn't always be necessary, and in any case this isn't really about such a claim or suit. Its apparently about different ideas about what constitutes harm, or at least (if you might find at least the tiniest amount of harm in the records getting out) about different opinions as to what constitutes significant harm.

Myself, I'm not sure it would usually be serious harm but I do understand the reason for some concern.
