They can't do the rollup yet because they are still negotiating a possible business combination with an "unnamed third party". No point in doing a rollup now and then have to reorganize again in the near future.

Per IR, all ongoing business (such as new carrier announcements, new products, etc) will continue to take place while they are negotiating. Also, per Mike Ashker's comments in today's Radio Wall Street interview, there is at least 1 more carrier to be announced shortly. (He said the press release was in the process of being written)
