That's horrible, an atrocity, and something that should be condemned.

OTOH its over five and a half decades ago, perpetrated by people who are now dead (at least those who ordered it, and probably most of those who carried it out), it was during a period of chaos and near collapse of the country, and its being admitted to now. The North is still abusing and even killing those who oppose it or sympathize with the government that controls the other half of the peninsula, during a time lacking in open war (even though there never was a peace treaty and from time to time their has been low level conflict), and it generally doesn't admit to any of it, or if it does its in terms of considering it correct and justified.

Of course not being nearly as bad as the combined atrocities of perhaps the most totalitarian country on earth, isn't much of a defense. Its was a war crime.
