As I understand the argument that he and others are making, it's one thing to allow candidates to appear in pulpits. That's already done by both parties. It's another thing to use the membership rolls of churches to organize them to campaign for a candidate. It's that step that appears to convert churches into campaign organizations.

I gather the argument could be that a university does not become a campaign organization just because it lets candidates appear; but it does so if it's officers organize the faculty and student body to campaign for candidates.

Makes sense.
