It has been the common choice of CPU architects to not service speculative load misses, because of the performance impact of tying up the DRAM subsystem for potentially useless data.

There is nothing new about speculative execution or lookahead cache touch instructions. PowerPC has had such instructions for years. It is the common choice not to use them because of the detrimental effects of guessing incorrectly.
