The store partitioned the new drive 13G ,and loaded windows 98 by transferring the data, but they didn't transfer any of the other data
Please help us understand ...
Does your system currently boot Win98?

When the store partitioned the new physical disk to 13G, was this the whole disk? (Was it a 13G drive?)
Is 'D:' drive your old physical disk.
... but they didn't transfer any of the other data ...
Is this 'other data' the programs you're trying to get working?
... and left it up to me to format d: drive after creating a new partition...
Where is 'D:' drive? Is it a new (additional) partition on the new drive? Is it the old drive?
I have to put all the programs in the start menu?
Are these programs beyond what is part of Windows98? Where are they now? Do you have the original disks or CD(s) for them? I'm concerned that they may have become corrupted.
Is your data safe? Do you have a backup? The data I'm concerned with is the work you've done with your computer, which represents YOUR OWN stuff and not files supplied as part of your software. Typically, this is the most valuable and hardest to replace if lost. (Programs can be re-purchased if necessary.)
I know this is a lot of questions, but, providing the answers will prevent well-meaning people from leading you down the wrong path.

P.S. I know it's a pain and extra typing, but to avoid confusion keep repeating which drives are physical drives and which drives are logical drives or partitions. It helps to keep repeating which logical drive (partition) is on which physical drive. Since we're not working with your system, but only with your posts about it, we need all the help we can get.
