I read similar figures not long ago. Between 5 and 5.5% is average, and considered normal, for the reasons you mentioned. Unemployment below that average is considered inflationary.
Average un-employment under Clinton was 5.7%. Under Bush it is 5.6%. In 1993 under Clinton un-employment was 7.3%, a figure not reached under President Bush. Of course, if it had not been for the anomaly of Y2k and the extraordinary acceptance of the Internet, Clinton's average un-employment would have been much higher. Source BLS. How's your memory? Do you recall the media screaming of lost jobs, and of what Clinton has done to the country. I like to think positively. 94.3 % of American are employed, plus many unreported employed whom have always worked in the underground economy. Onward and upward, President Bush, a man of integrity.
