I'm guessing here, but this might also be simply to prepare for Intel's upcoming 'Geyserville' technology. From what I have read, Intel's .18 process laptop CPU's scheduled to appear second half 99 will run at dual power levels. Lower power (and speed) on battery power and higher power and speed (600mhz???) while docked.
