Doesn't that ALSO mean that Reagan's deficits were MUCH worse than Carter's?

Or are you saying that the POP our GDP got from Volcker starting to drop interest rates after 1982 made Reagan's deficits look so much more manageable than Carter's just 3 years before?

There's that FLUIDITY thing I was talking about...
