So if someone chooses not pray to God, or tap into their divine component, and goes along during their life ignoring God, how do you expect the turnaround of two fighting parties to resolve a dispute the way you outline?

There is no way, without the people willing to submit to God, to turnaround two parties vehemently disagreeing by your suggestions.
You must acknowledge there is a possiblity that someone is Godless (someone who does not recognize God and always ignores his will and communications) will not have a sudden turnaround and resolve their dispute by the ways you outline. Again as I said before, they would not be fighting in the first place if they were willing to resolve their disputes this way.
I repeat my question to you, if someone refuses to pray and refuses to acknowledge God in any way, how do you expect your resolution techniques to work? In my humble opinion, they will not and you must come up with a different way. Your way is great if it worked, but it won't, with a living example of the Taliban, Al Qaeda and the United States. These three parties predominately say they believe in God and still can't resolve their dispute that way!
