Yes, most figureheads have sense enough not to argue with people who know something about the subject. Recruitment is very different in schools than in first-rate universities where the faculty always selects and promotes their colleagues. I've known of situations where deans and presidents had to turn down appointments because no department would approve a faculty appointment with tenure for the appointee. In schools, the teachers are usually thought to be so poor that no one trusts them to choose faculty. Most districts I know of are dominated by the superintendent and assistants and principals. These are not teachers and certainly never members of teachers' unions. Teachers unions almost never have authority over appointments, and if they have a contract the best they can do is to protect the tenure of tenured teachers against wrongful discharge. Probationary (untenured) teachers seldom have any rights against discharge or discipline at all. A forceful administrator can always clean out teachers they don't like without any effective resistance during the first few years.
It is amazing to me that anyone of ability would be willing to be a teacher under the conditions that exist. But I have a son who aiming at this career. I have not tried to disuade him, but he understands the problems. Different strokes ...
