I'm sure those (budget projections 2009 - 2017) are the result of the official scoring by the Congressional Budget Office.

Don't forget: the vast majority of the cost of the program is simply transferred from what was ALREADY, (i.e., CURRENTLY) being spent. (For example Bush's Medicare part D program which we have been paying for for some years now already.)

You must be trying to double-count expenses, Dale.

No need to count them more than once.... :-)
