Every law regulates some person's behavior. If a new laws says I can't build a house within 50 feet of the shoreline, that regulates my personal behavior. Laws affecting businesses still must be complied with or violated by some person's behavior. Do you mean laws which invade the space we commonly think of as private acts? Please be more precise.
