In behavior modification 101 we are taught various incentive schedules and consequence techniques designed to reinforce good behavior and extinguish bad behavior.

There is a very basic notion about influencing naughty human behavior that comes to mind. When a valued reward is available as an incompatible alternative, the best course is to simply ignore most naughty behavior which will likely disappear in the presence of the alternative rewarding circumstance. The exception is disruptive or aggressive behavior which has a goal outside the cultural goals of the cooperating group.
