After all, the number of cars taken off the road under the C for C program is miniscule compared to the number of used cars in this country.

You don't need to take a large fraction to increase prices, esp. when the actions are focused on a subset of the market. CfC focused on many of the cheapest cars and removed them from the market. It might not affect the market for higher end new cars much, but it impacted the lower end buyers (and also auto repair shops)

“The other thing that it’s done is it’s really raised the used-car market up in price overall,” he said. “I think it’s hurting people who are already hurting. There’s a shortage of used cars.”...


According to the USDOT, there were close to 70 million used cars in 2005 and many believe that's an undercounting...that in reality there are over a 100 million used cars in the US:

"According to the U.S. Department of Transpotation Statistical Records Office there are approximately 62 million registered vehicles in the U.S. at the current time and appox. 6.4 million unregistered functioning vechicles. Stats accurate as of 02/01/05."

The number of cars sold under the C for C program was in the 100s of thousands. Given the generally anemic condition of the car market, I doubt C for C had much effect on the prices charged for used cars in this country.
