Bad news...I know that you are keenly interested in gaming the system, unfortunately the fines in both bills are indeed graduated and indexed....in the Senate bill, the fines end up being between $750 and $2,250 per individual depending on the income of the person. In the House bill, the fine is calculated as 2.5 percent of the income of the person being penalized.
Hell, they can't even collect the taxes owed the nation, and they've been working on that for nearly 100 years, inundating taxpayers with hundreds of hours of annual paperwork and creating a massive regulatory drain on the economy in the process.
Well, that's because there are so many crooks like you who would game nearly any system created...
