Israel gave up the Shebaa Farms (even though the UN said the border Israel retreated to was OK - so I can't see why Israel should do that)

The issue of Shaba farms is an ongoing problem. And most of the problem has to do with Syria's claims to that land (as well as all of Lebanon) being part of "Greater Syria". In fact, Syria also claims Jordan as being rightfully their territory, setting the stage for tension between those two countries.

When Israel captured the Golan in 1967, they also occupied Shaba farms (also mis-tranliterated as Sheba). It was considered to be Syrian territory.

So now we have Hizbullah making claims on Shaba Farms and claiming it as Lebanese territory.

So since the Golan Heights are a bargaining "chip" for Israel with regard to achieving a "land for peace" deal with Syria, they can't legally turn over Shaba farms to Lebanon without official Syrian consent.

And since Syria doesn't even recognize Lebanon as a country, it's easy for them to "mouth" their consent to do so, because they are not acknowledging Lebanon's independence from Syria. Thus, technically, were Shaba Farms turned over to Lebanon, Syria could still contend that it "officially" is still Syrian territory since they continue their claim that Lebanon is part of "Greater Syria".

Hope that clears up the issue a bit. It's not been properly explained in the media.
