(OTC BB: OPMC) Wednesday announced that it was delaying the launch of its partial hospitalization behavioral healthcare program in Portland, Ore., originally scheduled to be in operation by the end of 1998. 
  ''Along with other behavioral healthcare providers nationwide, we are affected by a backlog of applications for provider numbers that the government is taking longer to process than anticipated,'' said OptimumCare's chairman & chief executive officer, Edward A. Johnson.
