I thought that sounded fishy so I researched it. Took a while to sort through all the articles that were spouting the same, er, error you spouted and find some actual data. Here they are. From Statistics Norway.

Percentage of live births out of wedlock--Norway

1951-1955 3.7
1956-1960 3.6
1961-1965 4.0 11
1966-1970 5.7 33
1971-1975 9.0 58

1976-1980 12.4 38
1981-1985 20.0 61
1986-1990 33.7 69
1991-1995 44.3 31
1996-2000 48.9 10

The last column I added. It is the percentage increase in out-of-wedlock births in Norway over time. As you can clearly see, the rate of increase has gone down dramatically since the year in question, which was 1990. More like an implosion than an explosion.
