Almost all of that has NOTHING to do with alternative energy R&D of the sort Secretary Chu knows we need major breakthroughs in. Smart grid - pork for utilities. Nothing to do with alt energy R&D. Low income weatherization - pork for contractors. Ditto. green federal bldgs - pork for governments. Ditto. State and local renewable energy and energy efficiency efforts - pork for governments. Likely to be very little if any alt energy R&D here. green job training - more pork. Ditto. $2 billion in competitive grants to develop the next generation of batteries to store energy. Maybe this will spur some R&D. An honest look at Obama's spending shows its mostly pork with "green" pasted on it. I again urge you to read and try to understand the Foreign Policy magazine article - you seem to be deliberately ignoring it. I assume it might conflict with your magical thinking.
